This plan has been written by North  & South Wheatley Parish Council to interact with 
current procedures produced by the emergency services, local authority and other agencies 
involved in responding to an incident in the above parish.

  The plan provides a guide as to how and where the local community may support the Emergency 
services in terms of information and providing predetermined resources where appropriate.

1.1.1

All major emergencies are dealt with by the Emergency Services, Local Authorities, Utilities and Voluntary Agencies in a combined response.  A Parish Council Emergency Plan can help the parish prepare for an emergency and minimise its impact should it affect their community.  This would therefore increase the Parish and Community’s resilience. 

 

In extreme conditions such as heavy snow and flooding, there is a possibility that the emergency services may not be able to reach the scene immediately. In such circumstances, the initial response may rely entirely on local people.

 

The plan will also help Parish Councils fit in with Multi-Agency Emergency Response arrangements.  It has been set out in a similar style to all of the Multi-Agency Plans in Nottinghamshire.

 

 

1.2   Aims of Plan
To provide a pro-active approach to assisting the community  and the responders  at times of emergency

1.3.1        a. To provide a co-ordinated response from the local community.
   
           b. To assist the emergency services in identifying an initial place of  safety for residents should an 
   
         evacuation of properties become necessary.
   
             c. To assist where necessary in identifying the location of vulnerable people.

            d. To identify key contacts and resources that may assist the emergency  services and the 
   
         local authority.

2. ROLES AND RESPONSIBILITIES

2.1            Parish Council responsibilities.
   
     a.     Work with emergency  services and local authorities in response to any emergency 
   
     affecting Parish or nearby area.
   
     b.     Communicate as necessary with above.
   
     c.     Identify and ensure the welfare needs of any vulnerable persons in Parish are met.
   
     d.     Plan for risks that could affect Parish –see annex 2 list.
        e.     Set up temporary place of safety if required.
   
     f.       Set up control point for co-ordination purposes.
   
     g.     Keep residents informed of the situation.

  2.2       Role of Co-ordinator.
   
        a.     Review and maintain plan on an annual basis.
   
         b.     Provide link with local community and emergency services at time of emergency.
   
         c.     Activate plan when necessary.
   
         d.     Co-ordinate response of Parish Council and any volunteers.

Notification of an emergency

 

3.1.1

Notification of an emergency may come from various routes, from the emergency services, local authority, local media or from the community itself. It is important to ensure the parish council has a procedure in place to record details of any incident and activate its emergency plan.

 

If details of an incident are received from a source other than the emergency services or local authority then the parish council member receiving the notification must contact the emergency services to ensure they are aware of the incident. This may require making a 999 call.

 

3.1.2

Do not assume that somebody has already taken action – it is better that the initial response is duplicated rather than no response is given at all.

 

1.      Determine the level of the Emergency

 

·              Major: the nature and extent of the emergency is such that the number and type of casualties/persons involved requires more than a normal level response

 

·              Minor: a more localised incident where normal procedures are more likely to be adequate

Health and Safety

In response to any incident those involved should always be aware of their own health and safety and that of others. Tabards should worn if possible by volunteers so that they are easily identifiable. Ensure people wear suitable protective clothing.

3.3.2   Any Parish councillor involved in a response should keep a log of all requests for assistance or action taken. An incident log that can be used to record this information is included at Annex 1.
